Title: Federal coal-leasing policy: competition in the energy industries. [Monograph]

The Federal government is the largest owner of US coal and other mineral resources. According to the author, however, land-law and environmental llegislation severely limit the potential for expansion of coal production from federal land. These policies have produced a de facto exercise of government monopoly power. In addition, policies allegedly designed to increase competition among private firms have actually had the opposite effect. Three basic barriers have been constructed: (1) coal leasing was virtually suspended from 1971 to 1981; (2) leasing procedures are clumsy and time-consuming, and (3) arbitrary limits are imposed on coal holdings. 61 references.
