Commercialization potential of a coal-oil agglomeration technology for recovering high quality coal from fine coal waste streams and impoundments

Less than half of the operating coal cleaning plants in the United States are equipped with fine coal cleaning circuits. Studies have estimated fine coal losses from US coal cleaning plants in excess of 50 million tons per year, with another 2 billion tons of recoverable fine coal residing in old tailings ponds and impoundments. Australia`s largest coal producer, The Broken Hill Proprietory Company (BHP), developed and used at commercial scale in the early 1980s a fine-coal recovery process which generates a clean, easily-handled, low-moisture solid fuel from coal fines and oil. Reef Coal Recovery Inc., a US subsidiary of International Reef Resources Ltd. (Toronto, Ontario), holds the worldwide licenses to BHP`s Coal Oil Agglomeration (COA) technology, contracted CQ Inc. to evaluate the commercial viability of implementing this technology in the US and installing COA plants for recovering fine coal from operating coal cleaning plants and waste pond impoundments. Work to date has included market assessments, laboratory testing, installation and operation of a COA pilot circuit, conceptual flowsheet development, preliminary design and engineering, and site feasibility studies, including processing options to upgrade the COA product. For those cases in which commercial feasibility studies prove positive, Reef and CQ Inc. propose to proceed with designing, installing, and, where appropriate, operating a fine coal recovery system, and will be responsible for meeting all COA product specifications, site permitting requirements, and COA product sales.
