Six witnesses spoke on behalf of the rail and coal industries, railroad workers, and the Edison Electric Institute on legislation dealing with the impacts of coal-slurry pipelines. Among the concerns of committee members were take-or-pay contracts, the availability of capital, the impact of competition with railroads, legal issues of water rights, and the disposal of toxic wastes. They noted positive aspects in the need for competiton in the transportation sector and the potential for reducing US dependence on oil imports. The witnesses addressed these and other issues. Additional material received from the Association of American Railroads, the ETSI Pipeline Project, and the National Coal Association follows their testimony. (DCK)
