Repowering: Capturing the strategic opportunity
Recent changes in the electric utility business environment and the increasing development of a new competitive marketplace in bulk power have caused electric utilities to seek better ways to compete for market share and increase shareholder earnings, while providing service to ratepayers on a least cost basis. In response to these changes, electric utilities are looking for new ways to provide their traditional services and manage existing assets, while becoming successful competitors in the new competitive marketplace. Repowering is a strategic opportunity to enhance the value of existing utility assets and better manage those assets. It also offers a way to provide least cost service for ratepayers while creating an opportunity to earn a higher return for shareholders. Repowering is also perhaps the single best way for utilities to participate in the new competitive market place and to take advantage of the benefits created by the Energy Policy Act of 1992 and the benefits previously available largely only to NUGs. Taking advantage of the corporate benefits available to utilities from repowering requires an understanding of the underlying structural, contracting and financing issues involved and the ability to integrate these issues into a successful business opportunity.
