Water programs: oil pollution prevention nontransportation-related onshore and offshore facilities
The US Environmental Protection Agency proposes to modify its existing regulation, which establishes requirements for Spill Prevention Control and Countermeasure (SPCC) Plans to prevent spills of oil by nontransportation-related onshore and offshore facilities (oil or gas drilling, production, or workover facilities) into US navigable waters. The proposal would apply to any offshore facility, which is subject to US jurisdiction and which is in, on, or under any waters, which has either spilled 13:1000 gal of oil in a single event, or has had two reportable oil spills of any size in any 12 mo period. The proposed revision also involves changes in the requirements for new facilities, SPCC Plan requirements, and others, which are discussed in detail. Comments must be received by 7/21/80.
