Title: California plan sees glut developing in cogeneration

If the California Public Utilities Commission accepts a finding by the California Energy Commission that the state has nearly all the cogeneration capacity it needs to meet baseload requirements, large cogenerators may have a harder time winning approval for large plants and small cogenerators may feel the effect in lower buyback rates. The state now has 16,000 MW of capacity produced by operating or authorized cogenerators. It estimates that only another 900 MW should be added to avoid having excess capacity. The Energy Commission only regulates plants of 50 MW or more and will likely ask applicants to demonstrate both the state's and the user's need for future projects.
