This paper stresses the need for a reduction in oil import dependency, conversion away from oil and natural gas use and toward coal and nuclear power wherever possible; and continuing conservation gains. Sources of uncertainty include how the political process will react and the adequacy of capital resources. Warns that competing claims on limited capital resources through the decade could contribute to clear tradeoffs between short term output gains and longer term energy security in the US economy.
