This paper develops a theoretical framework to evaluate the benefits and costs of energy projects in oil-importing developing countries. It uses framework to address various questions including the problems of energy dependency and vulnerability, market price, royalty values, increases in real prices of exhaustible resources, the true costs of stockpiling oil, and the need for an international institution to act as coordinator for information gathering and project diversification across countries.
