Regulations that do not solve a demonstrated need serve to unnecessarily shackle the regulated industry. The petrochemical industry is today in a serious global competitive struggle for survival and must remain free to respond responsibly to its problem areas. The Areas of Vulnerability document of process equipment problem experiences is an industry-wide cooperative effort to improve safety and efficiency, and serves the important function of preventing the unnecessary repetition of equipment problems.
