In this article, the author discusses ways in which the United States could decrease its dependence on foreign oil. First, R D priority should be given to fill in the gaps in knowledge about the heterogeneity of petroleum reservoirs so that mobile oil can be found more efficiently and extracted with existing technology. There is a need for development of more technologically advanced tools and methods of analysis. Also discussed is the need for ways to insure stable prices: tariffs on all crude oil and oil product imports and a tax structure that offers incentives for enhanced domestic oil and gas recovery.
