Marginal-cost electric rate making: some realities

This article points up a shortcoming in much of the advocacy of marginal-cost pricing of electricity, namely, a failure to analyze the institutional arrangements for the provision of electrical service that may frustrate the realization of the stated aims of such pricing. The attitude exemplified by the authors is not one of hostility to marginal-cost theory. Their purpose is to note some serious problems that most, if not all, marginal-cost pricing proponents have failed to address, such as the lower ability of utilities to cover fixed costs and the disturbing signals sent to volume customers. 8 references.
