On June 30, 1975, the former Federal Energy Administration (FEA) issued a Proposed Prohibition Order to the Virginia Electric Power Company under the Energy Supply and Environmental Coordination Act (ESECA) of 1974 (P.L. 93-319; 15 USC 791 et. seq.). If perfected by a Notice of Effectiveness (NOE) by the US Department of Energy (DOE), the order would prohibit Vepco from burning petroleum products or natural gas as the primary fuel in Units 3, 4, 5, and 6 of its Chesterfield Generating Station, Chester, Virginia. Since the issuance of this Proposed Prohibition Order, Vepco has initiated coal conversion at the Chesterfield Station.
