At the outset, the developing countries are classified into 14 different categories depending primarily on the availability of oil and the urgency of fuelwood problems. Perspectives for the decade beginning in 1980 cover energy policy, investment and energy production, management of the energy demand, and external financing. Analyses of the energy issues and experience gained by the World Bank and its member countries in the energy sector show that the Bank's activities have expanded substantially since 1979. Energy lending has more than doubled, including a nearly four-fold increase in the financing of oil and gas projects.
