This paper describes the development of a comprehensive flow measurement system by Williams Natural Gas to meet the challenges resulting from Order 636. These flow measurement systems allow for a remote control method of performing custody transfer for major interstate gas pipeline systems. This paper describes the design and operational control equipment for these systems along with a description of the communications networks and software.
