With the growth of a more competitive bulk-power supply market, the antitrust laws-both federal and state-become of greater significance. There is a need to protect equitable availability of [open quotes]essential facilities[close quotes] like transmission, prevent barriers to entry, guard against predatory pricing, avoid tie-in sales, curtail discriminatory conduct, block bottleneck control, and root out monopolistic practices. The nation's antitrust laws have clear applicability to energy regulation in the context of enhanced electric utility competition at the wholesale level.
