Converting garbage to gold: recycling our materials

Despite the conservation and environmental advantages of recycling household wastes, only about one-fourth of the paper, aluminum, and steel are recovered. A summary of the progress to date in these three areas concludes with an analysis of the three steps a society must take: consumers must pay the full costs of materials to reduce energy price subsidies; world markets must be established for recycled materials; and efficient collection procedures must be developed. Local, state, and national commitments are necessary before these steps to a recycling society can be taken. (DCK)
