Title: Advanced NO{sub x} control systems for WTE facilities: Controlling costs

As permitted NO{sub x} emissions levels from Waste-to-Energy (WTE) facilities are driven lower, conventional selective non-catalytic reduction (SNCR) systems become less able to perform efficiently. High NO{sub x} removal efficiencies typically require significant reagent overfeed that results in ammonia slip, which may further react with residual acid gases to form ammonium salt plumes. Alternatively, selective catalytic reduction (SCR) systems have shown potential for high NO{sub x} removals with comparatively low slip levels, but at substantially higher costs. Ogden Projects, inc. (OPI) has examined several cost-effective alternatives to SCR, based on an advanced SNCR system. This paper summarizes the following: a full scale demonstration testing of the advanced SNCR system which provided the basis for NO{sub x} emission guarantees on a recently permitted WTE facility; the results of a feasibility study which investigated three back-end technologies that have been developed to remove ammonia slip and ammonium salts from the treated flue gas. Coupling the advanced SNCR system with the back-end technologies may allow NO{sub x} removal capabilities approaching those of SCR systems, at much lower cost.
