Colton`s turnaround
1994. The city of Colton`s financial problems came to a head. The California city`s expenditures were in excess of revenues and all reserves were depleted. The city had developed a habit of living off cash in various departments to cover costs incurred for various activities. Whenever cash was short, city departments turned to the enterprise funds for a loan-or even a handout. The city owns and operates electric, wastewater, refuse and water utilities. The electric utility received several million dollars over the last 10 years from Southern California Edison Co. as settlement of a number of regulatory rate cases. Colton has electric rates that are among the lowest for municipal electric utilities in Southern California. The problems of the municipal`s electric power system are discussed.
