This analysis tests the feasibility of switchgrass production on a West Tennessee proxy farm by empirically estimating the supply-side or cost-based price of switchgrass, and comparing it to the coal-equivalency price of switchgrass, under the provisions of the Federal Agriculture Improvement and Reform Act of 1996. With a federal subsidy added, the price power plants would be willing to pay could possibly provide enough incentive for producers to grow switchgrass. Switchgrass is shown to provide environmental benefits such as reductions in water erosion and surface and groundwater contamination by agricultural chemicals.
