Title: The one plan approach to integrated contingency planning

Emergency response plans present an information management challenge to operators of US facilities such as refineries, chemical plants and bulk liquid terminals. These operators face regulatory requirements for a variety of different, albeit similar emergency plans. On the federal level alone, requirements originating from the Oil Pollution Act (OPA-90), Clean Water Act, Resource Conservation and Recovery Act (RCRA), Clean Air Act, and Occupational Safety and Health Act (OSHA) can results in as many as nine separate response plans. Adding to this collection can be a host of state or locally mandated plans. Stemming from President Clinton`s review of federal authorities related to hazardous substance release prevention, mitigation and response, an optional format for combining facility response planning documents into an integrated {open_quotes}One Plan{close_quotes} has been developed. Guidance on integrated plans was developed by the U.S. National Response Team in conjunction with industry and state agencies and was published in the Federal Register in June of 1996. The {open_quotes}One Plan{close_quotes} option avoids unnecessary duplication of effort and offers significant savings in terms of time, paper and money. It also promotes an integrated, all-incident approach to response planning across facility divisions. This paper provides a brief background on the {open_quotes}One Plan{close_quotes} project, discusses the format recommended for the integrated plan, and investigates the advantages of such an approach for plans that efficiently and effectively meet the many regulatory planning requirements.
