Safety and maintenance - a delicate balance

Process safety and maintenance programs comprise the second largest component of controllable operating costs to the refiner, next to energy. Leadership in managing the cost of and implementing these programs correlates well to leadership in cost performance and profitability. With all the turbulence facing the refining industry, one positive result is that refinery management is teaming up with employees to implement systems and procedures necessary to operate efficiently and safely. The refining industry is in a state of economic upheaval as it evolves into the 21st century. With the trend toward downsizing and re-engineering, one would anticipate more safety related incidents. Yet, despite less-than-healthy margins and streamlined staffing, it may be surprising to many (including a number of consumer watchdog groups) that today`s refiners are operating with some of the best safety records ever. Some of these safety programs are discussed.
