A renewed interest in energy conservation has created a revival of community-based energy management projects throughout North America. Bolstered by utility least-cost planning, higher energy prices, and environmental concerns, more than 25 programs have emerged in the last 5 years. Utilities have found conservation can be less expensive than building new power plants, and many of their demand side management programs include a community approach. This article provides a brief overview of the community energy management concept, discussing the design models they employ and the selection and transformation of host communities. A case study is presented.
