Implementation of Lord Cullen`s research and development recommendations following the Piper Alpha disaster

Lord Cullen`s report on the Piper Alpha disaster contained 106 recommendations directed towards the improvement of offshore safety. All of these recommendations were accepted by UK government. Their implementation became the responsibility of industry and the Offshore Safety Division (OSD) of HSE in its role as the single regulatory body for offshore safety (in itself a Cullen recommendation). Ten of these recommendations required research and development to be undertaken. This research has reached a stage where all the R and D recommendations are considered to have been fully met and preferred further work has been specified. This paper discusses the progress made towards meeting the requirements of these recommendations. The paper concentrates on the recommendations concerning offshore operations, namely 45, 46, 48, 52, 61 and 68. However, a general overview is given on the progress made against recommendations 80, 84, 86 and 87 which relate to the evacuation, escape and rescue from offshore installations.
