Title: Climate Challenge: Environmental risk insurance for electric utilities; a marketing tool for solar and renewables

Climate Challenge is a joint initiative of the electric utility industry and the US Department of Energy to voluntarily reduce net greenhouse gas emissions. The program consists of commitments to reduce emissions by individual electric utilities. The commitments are formalized in Participation Accords for large utilities and through Letters of Participation for small utilities (<50,000 customers). These utilities have committed to use renewable energy to avoid the emission of 3.6 million metric tons of carbon equivalent in the year 2000 that otherwise would have been emitted. The existence of Climate Challenge has helped assure the continuation of renewable energy projects at some utilities facing competitive pressures. The Climate Challenge program can be used by renewable energy developers interested in the utility market. Existing members may be interested in adding renewable energy commitments to their accords. Prospective members will be interested in the zero net greenhouse gas emissions of renewable energy electric generation.
