NB Power, in an ongoing program of fuel diversification and cost control, contracted for approximately one-third of the annual 10 x 10{sup 6} bbl fuel oil consumption to a supplier offering low API oil. Initially the density was limited to greater than 6.5{degrees} API. This was based on the assumption that this oil would float in seawater and was compatible with the Venezuelan oil. As significant additional cost savings were available by accepting lower API oils, it was decided to investigate zero (0){degrees} API oil.
