Public sector energy performance contracting in New York State. Final report
This manual is designed to be a primary reference source regarding energy performance contracting for public facilities in New York State. It explains the principles of energy performance contracting. and provides a guide to procuring services and negotiating the contract. Energy Performance Contracting is a mechanism by which an energy service company (ESCO) provides a variety of measures that will reduce the facility owner`s energy consumption through a combination of energy efficiency improvements and operation and maintenance measures. The key distinguishing feature of energy performance contracting is that the ESCO takes on project performance risk so the owner is guaranteed that energy usage or cost reduction will be sufficient to pay all or a specified portion of the project costs. One defining feature of the energy performance contracting process is the use of a request for proposals (RFP) for procuring these comprehensive services based on best value. Under an energy performance contract, comprehensive services are negotiated and implemented in phases, including: comprehensive energy audit of the facility; arranging for project financing; design, procurement, installation, and commissioning of agreed upon measures; and long-term services, such as equipment maintenance and the savings guarantee.
