MVAh: A proposal for a new transmission commodity

The authors identify a new commodity--Transmission Capacity Use, measured in MVAh--that combines transmission capacity and usage (in hours). They explain the rationale for TCUs and provide specifications for a possible TCU futures contract. The authors designed the TCU futures contracts to avoid inconsistencies like those of the western NYMEX energy futures contracts. They reduced the peak period to cover only the hours of maximum demand. They keep the delivery flexible during these hours and over all delivery days based on a realistic assumption that TC consumption is uniform during these hours and over the delivery days in the associated week. Hence, these contracts will be more practical and useful for power market participants.
