Title: How to set up a Joint Information Center

Who`s in charge of communicating with the press and public during an oil spill or other emergency response incidents, and how should those communications be coordinated among all the local, state, and federal agencies and the responsible party? This paper explains how agencies and the responsible party are expected to establish a Joint Information Center (JIC) under PREP Guidelines and most Area Contingency Plans for oil spills. Unfortunately, PREP guidelines do not define the JIC`s organizational structure or standard operating procedures, nor do most area contingency plans or the responsible party`s facility or vessel response plans. This paper includes an overview of three different JIC models from the Pacific Northwest Oil Spill Public Affairs Group, Oak Ridge Institute for Science and Education, and the Federal Emergency Management Agency. The authors recommend that a multi-agency task force be created to develop a multi-hazard JIC model that can be adopted as a national standard under NlIMS and PREP guidelines.
