Title: Fabric filter collection of submicron lead particulates: A retrofit case study

This paper is a case study for the upgrade of two hazardous waste incinerator air pollution control systems to meet particulate and lead emission control requirements. The two incinerators are located at the Radford Army Ammunition Plan in Radford, Virginia, a government-owned propellant manufacturing facility operated by Hercules, Inc. These incinerator are 13 million Btu/hr rotary kiln/afterburner systems used to burn off-spec propellants and other propellant manufacturing wastes. The largest volume propellant manufactured at the facility contains organo copper and lead compounds, which form submicron particulate in the combustion process. The original wet scrubbing system, installed in the 1970`s, was unable to consistently meet particulate or Tier III lead emissions limits. This problem was resolved through the design and installation of an evaporative cooler/fabric filter unit between the afterburner and wet scrubbing section of each incineration system. Particulate emissions were reduced to an average of 0.003 gr/dscf at 7% O{sub 2} and lead emissions were reduced to 1,000 times less than the Tier III limit. The lead-contaminated blowdown stream from the wet scrubber was also eliminated by using this stream as evaporative cooler makeup water. Trial burn results for these installations became available in June 1993. These results are the focus of the paper.
