Final results for the NNPC area costing and distributed resource study
This paper describes a study to measure the impact of a number of demand side management (DSM) programs and distributed generation (DG) devices on the capacity expansion plans for 13 distribution planning areas (DPAs) in Niagara Mohawks (NMPCs) service territory. The 13 DPAs were selected by regional planners as the areas most likely to require significant reinforcement to alleviate expected load growth over the next ten years. The objectives of this study are: (1) To determine whether local integrated planning can help Niagara Mohawk better position itself for a more competitive future, and (2) to show how DSM/DG can be used to cost-effectively defer local area distribution plans. The areas selected for the study have significant distribution expansions planned over the next ten years to alleviate load growth, but no load growth related transmission expansions. The DSM programs being evaluated cover residential central heating, water heating and air conditioning and commercial heating, air conditioning, and lighting. Also being evaluated are three DG devices: a 0.5 MW battery and two natural gas-fired generator sets (gensets) (1 and 5 MW).
