Title: Hartwell brings gas-fired independent power to Georgia

This exempt wholesale generator is the first major independent power producer in the state, and its power purchase agreement is one of the first signed with a Rural Electrification Administration utility. Fuel access made siting here a natural. In its first 22 months of operation, the Hartwell Energy Project, Hart County, Ga, has already put its advanced, high-temperature gas turbines through a vigorous workout: the strenuous dispatch regimen calls for multiple starts per day, and for on-line time that varies anywhere from 20 minutes to 18 hours at a stretch. And once on the grid, the turbines haven`t sauntered along at low power levels--97% of the operating time has been at full load. In spite of the demanding dispatch schedule, Hartwell has achieved a 98% availability factor since commercial startup. Being located at the interaction of major gas and oil pipelines, the 300-MW peaking facility`s fuel picture is one of inherent flexibility. Its two simple-cycle 7FA gas turbine/generators, supplied by General Electric Co (GE), Schenectady, NY, are dual-fuel capable, although to date, fuel oil has been burned only for testing purposes.
