We studied the lowest excitation energy of natural parity over even or odd multipole states in even-even nuclei. The studies are done separately on each multipole state of nuclei. We suggest the global dependence of the lowest excitation energies on their spin. We find that spin dependency explains the overall behavior of the lowest excitation energy over the broad range of even-even nuclei, with some exceptions.
