Experiences in the coordination and training of off-site support agencies for emergency planning
The development and implementation of radiological emergency plans and procedures for a research reactor facility requires the participation and cooperation of several off-site support agencies. Included are municipal fire and police departments, hospitals, emergency medical and ambulance services, and local governmental agencies. The Texas A and M University Nuclear Science Center encountered numerous obstacles in securing the necessary support required for the implementations of its emergency plan. A lack of basic knowledge in radiation safety, compounded by several popular mis- conceptions hampered the effort. Political and jurisdictional problems were encountered as well as difficulties in the training or retraining of personnel. This paper relates experiences in solving these problems and the final preparation and implementation of an acceptable radiological emergency plan. (author)
