Title: Puzzling {gamma}-ray strength functions in {sup 44,45}Sc and {sup 50,51}V

The nuclear physics group at the Oslo Cyclotron Laboratory (OCL) has developed a method to extract nuclear level density and {gamma}-ray strength function simultaneously from primary {gamma}-ray spectra. The resulting {gamma}-ray strength functions of {sup 44,45}Sc and {sup 50,51}V show an unexpected, large enhancement at low {gamma}-ray energies, indicating an increased probability of emitting low-energy {gamma} rays in the quasi-continuum.
