Title: Implementation of compliance through pollution prevention in Air Force Materiel Command

Air Force Materiel Command (AFMC) is unique among the Air Force Major Commands because of its weapon systems acquisition and sustainment mission. The industrial type activities at its facilities present diverse and complex Environmental, Safety, and Occupational Health (ESOH) challenges. The command uses most of the Air Force's hazardous materials and has nearly 80% of all regulatory permits issued to the Air Force. AFMC has attained the Air Force's 1999 goal of 50% reduction in toxic releases, due in part to the large investment in pollution prevention (P2) equipment and process changes. In this manner, AFMC has addressed environmental compliance with P2 solutions for several years. The Air Force is requiring a 20% shift in environmental compliance funds to P2 efforts by FY03 and a reduction of compliance burden by addressing the root causes of environmental problems through P2 solutions. AFMC has set out to be a DoD leader in operating cost effective P2 programs to enhance mission support. It helped create the concept of Compliance Through P2 (CTP2) as a cost-effective way to meet the command's environmental goals by (1) altering P2 investment priorities to compliance burden reduced versus pounds reduced, (2) including Compliance Sites Addressed as a business activity, (3) modifying the P2 review process to prioritize projects on compliance burden, and (4) establishing compliance site inventories at AFMC installations. AFMC recently took another proactive step by engaging AFMC's 311th Human Systems Wing (HSW) and the Air Force Center for Environmental Excellence to evaluate the command's environmental program, provide recommendations for CTP2-based environmental management system, and develop an action plan for enhancing CTP2 integration into Air Force policy and procedures. This paper will illustrate AFMC's CTP2 success stories and its holistic approach to CTP2 implementation.
