Title: SCECO central load management system - fast-track demand limiting design and implementation

There are four major regional power companies in Saudi Arabia, all units of Saudi Consolidated Electric Company (SCECO), located in east, central, south and west provinces. The Electricity Corporation (EC), an agency of the Ministry of Industry and Electricity, holds oversight powers over all the generating companies. SCECO Central, headquartered in Riyadh, currently generates 3,810 MW, imports up to 1,800 MW from SCECO East, and serves approximately 5,600 MW during system peak. SCECO Central has recently experienced rapid load growth averaging approximately 12 percent annually. In 1993, SCECO Central load growth reached 17 percent. New building construction in Riyadh continues at a rapid pace. Load growth for the foreseeable future is forecast to decline from 7.5 percent in 1994 to 4.7 percent in 2000. In 1995, the projected peak of SCECO Central minus planned generation and interchange will result in a deficit unless corrective measures are taken. Various supply side and demand side management (DSM) measures will be needed to prevent this deficit. Several measures are currently being investigated and implemented by SCECO Central. SCECO Central has chosen to implement a load management system (LMS) that will provide system operators the ability to reduce system loading during critical periods using direct control techniques available from the LMS and associated control systems. In January 1994, Black & Veatch International. Kansas City, Missouri, entered into a contract with SCECO Central to provide design, procurement, and construction supervision services for the implementation of a new load management system (LMS). The LMS project schedule is very aggressive. LMS bid documents were scheduled for released during July, 1994; contract award was in October, 1994; and installation completion is scheduled by May, 1995.
