EPA to simplify Title V permit revisions

After two previous attempts to create a workable operating permit revision process under Title V of the Clean Air Act, EPA proposed simplifying the permit revision process on Aug. 31, 1995. The agency`s newest strategy melds greater state flexibility with less EPA oversight. If the proposed federal regulations are adopted, industry will benefit in two ways. First, public comment/review would be reduced in many cases. Second, operating permit revision time could be cut drastically or eliminated. Industry benefits under the proposed process would depend in large part on permitting authorities` adeptness at creating clearly defined and efficient permit review processes.
