The US Climate Change Action Plan was designed to meet international commitments for reducing GHGs by harnessing economic forces to stimulate adoption of innovative technologies. The literature was reviewed to determine the potential effectiveness of emerging technologies to either eliminate or control greenhouse gas emissions. Systematic approaches for evaluating the greenhouse implications of alternative technologies were evaluated. The extent to which regulatory policies either foster or impede the adoption of innovative technologies was also evaluated. Technical insights gained through this process should be valuable for evaluating new technologies and implementing strategies to encourage their adoption.
