Assessment of the competence of nuclear power plant operations personnel constitutes an essential element in the overall regulatory process of ensuring that the use of nuclear energy does not pose undue risk to health, safety, security and the environment. This paper presents a review of the activities of the Operator Certification Division of the Canadian Atomic Energy Control Board, reports on its experience with simulator-based examinations and with training programme evaluation techniques and outlines the Division`s future plans.
