Reception center design and operation

Various factors are explored that offsite emergency planners should consider in establishing the vehicle and evacuee flow through a public reception center for response to a nuclear power plant accident. This study focuses on queues that might result if certain factors are not considered in the design of the vehicle radiological monitoring area, the evacuee radiological monitoring area, and the evacuee registration area. Dealing with unexpected queues is also discussed. The reason for focusing on queues is because long lines and long waiting times can create many additional problems for both evacuees and reception center staff.
