Dutch Air Force opts for fixed-fee bioremediation strategy

Soil bioremediation contracts traditionally have involved open-ended expenditures for time and materials. However, factors governing successful treatment outcomes are so well understood that some remediation consultants bid soil biotreatment and other types of cleanup projects on a fixed-fee basis. The Royal Dutch Air Force is taking advantage of such a new contract structure to reduce dramatically the cost of a massive soil cleanup project at one of its bases. Under the five-year, fixed-fee contract, the Royal Dutch Air Force pays only for satisfactory performance--a low, fixed cost for each batch of soil cleaned and certified below non-detectable limits for petroleum hydrocarbons. Initial soil quantities have been treated under first-year provisions of the contract.
