Not in the want ads: Finding the emerging environmental occupations within economic and social change

The transition of America`s work force is an evolving process. Environmental issues, in general, and environment occupational dynamics, in specific, are complex and involve a wide variety of private and public organizations. The paper advocates a federal government role in directly supporting sustainable development oriented environmental programs to assist in the transition of today`s labor into the skilled and growing occupations of tomorrow. The American economy and the industrial organizations which define it are changing drastically. Much of this change has been influenced by compliance to strict environmental regulation and enforcement, protective labor laws, and the increased adoption of pollution prevention processes and principles. Additional factors include: increased international competition and free trade, a global recession, and increasingly flexible capital transfer and monetary markets. As the world approaches the turn of the century, technological change dominates the economic landscape. There is no clearly drawn map or model on how American labor will integrate, prepare, and train for the new jobs created from the practice of sustainable development. The policies and commitments necessary to drive the transition of our occupational work force are clearly in their infancy. Consequently, the study will collect and synthesize existing information related to environmental occupations, job growth, and sustainable development oriented programs. The study will conclude with a discussion of common themes and policies for business and labor leaders, and environmental lists which maximize economic efficiency, protect the environment, and ensure that job creation is achieved.
