Title: Environmental justice: Where are we going?

In September 1993 at the Eighth Annual Conference on Contaminated Soils held at the University of Massachusetts, the author presented Louisiana`s plans to address Environmental Justice issues in their state. Since September of last year, the topic of Environmental Justice has become a much more prominent part of EPA and White House policy. Several changes have also occurred in Louisiana. On January 24, 1994, the author became Secretary of the Louisiana Department of Environmental Quality. The first decision that was made concerned a hazardous waste fuel blending permit requested by Supplemental Fuels, Incorporated, or SFI. In this paper, the author will describe the continuing steps that Louisiana has taken concerning environmental justice, including the SFI decision and its environmental justice implications, and provide additional information on this national issue. The author will also propose several very basic questions that he believes must be answered by EPA.
