Abstract
ARRA repeals individual dollar caps written into the small wind ITC provision in the Emergency Economic Stabilization Act of 2008. Eligible homeowners and businesses now allowed to claim full 30% ITC for qualified small wind energy property. Even amid a recession, this tax credit 'is going to blow the top off the market' - Ron Stimmel of AWEA. AWEA predicts the federal subsidy could help small turbine market grow by 40-50% annually, a boost that would parallel the growth of the U.S. solar photovoltaic industry after a similar 2005 initiative.
