Title: A program to resolve the safety implications of fuel damage in the operation of advanced metal-fueled reactors

This report outlines a program to resolve safety issues arising from fuel damage in the course of operating advanced metal-fueled sodium-cooled reactors. A coherent program is proposed and discussed from the viewpoints of technical content, ongoing ANL activities, and ANL facility utilization. Specifically, the program aims to develop the technology necessary to predict fuel failure, evaluate the prospects for diagnosing the extent and nature of fuel damage, and provide a sound basis for making operating decisions. Initiators of fuel damage are discussed, including both plant transients and local faults. Technical areas of concern are identified with lists of specific issues and questions. The report reviews current understanding of safety-related metal fuel performance, ongoing ANL programs, and identifies those areas where further work, focus or coordination is required.
