This report presents the results of a study conducted by Fluor Daniel, Turbo Power and Marine and Texaco for EPRI (i) to investigate the technical feasibility, cost and schedule of developing the FT 4000 HAT engine from Pratt and Whitney`s existing PW 4000 flight engine; (ii) to optimize the integration of the engine into the HAT cycle configuration; and (iii) to estimate the overall commercial viability of the entire configuration. A major conclusion of this study is that it is technically feasible to develop a HAT cycle engine while maintaining commonality with the PW 4000 high pressure compressor, which when utilized in a Texaco quench-type gasification based power plant can achieve high efficiencies without the use of expensive syngas coolers. Utilization of the quench mode of heat recovery results in a significant reduction in capital cost and cost of electricity over Texaco gasification based combined cycle plants utilizing radiant or radiant/convective syngas coolers; an 8% reduction in levelized cost of electricity may be realized. It should be noted, however, that the integrated gasification based HAT plant was smaller than the corresponding combined cycle; with two FT 4000 HAT machines. The plant produced a net output of 410 MW whereas the comparative integrated gasification based combined cycle plant with two typical modern single shaft heavy industrial combustion turbines produced a net output of 502 MW. The NO{sub x} emissions may be less than 10 ppmv (dry, 15% 0{sub 2} basis) without requiring selective catalytic reduction for the HAT Cycle.
