We will provide scientists with effective and dependable access to the Open Science Grid (OSG), a national distributed computational facility. This proposal is part of a 5-year program of work of three thrusts: the OSG Facility; Education, Outreach and Training; and Science Driven Extensions. The program is composed of joint projects across more than 15 institutions. The requirements in scale of resources, users, capacity and performance of the OSG Facility are driven by the user communities, in particular the physics communities that are committed to the use of OSG. We plan to maintain and operate a Petascale nationwide distributed facility that can grow to provide thousands of users at universities and DOE laboratories throughout the U.S. with effective access to massive computational and storage resources. In the Extensions area our program includes the establishment of an OSG Workload Management System deployed for OSG use, based on extensions of the PanDA system we have developed for ATLAS. Technical activities to engage, train and include new researchers are integral parts of our program of work, particularly through adapting and supporting PanDA for their needs. The Engagement activity brings new communities to contribute to and benefit from the facility. New IT technologies are integrated and deployed in response to explicit needs and are evaluated in a real-life setting.

This project, funded by the Federal Energy Management Program, developed a sustainable design standards template as an Energy Facility Contractors Group Best Practice for Department of Energy labs and other Federal installations. This template evaluated various architectural engineering standards in place in the Department of Energy system, and compared the sustainable, or green, design elements to those in private industry and other federal agencies such as Environmental Protection Agency. The final compilation was a reflection of the best practices used by these various sources and encouraged for adoption by Department of Energy sites.

The DOE Advanced Computational Software (ACTS) Collection Project has pursued and implemented mechanisms to bring a set of advanced and portable software tools that can be used in the development of high performace simulation codes to a broad community of computational scientists. The project's goals have been the promotion and support of high quality software, with emphasis on reusability of robust software libraries. Thus, our efforts are geared at leveraging application development using ACTS tools. The innovative approach of this proposal is an improvement and expansion of the ACTS Collection Project into a software sustainability center, the ACTS Center.

Following the successful operation of the SSPX facility from 1999 to 2007, during which record-high plasma temperatures were obtained in spheromak discharges and new understanding of magnetic field generation was achieved, the Fusion Energy Program at LLNL received approval from DOE /OFES to shut down experimental operations and redirect SSPX program funding to support High Energy Density Laboratory Physics (HEDLP).The most recent peer-reviewed proposal for operating SSPX was for FY06 through FY09.As a result of the redirect in activities, guidance funding for SSPX activities for FY09 and beyond is $0. SSPX closeout activities for FY08 are covered under separate documents requested by DOE/OFES. This FWP provides technical progress and does not propose new activities beyond FY08.

E2S will support GSP Division efforts to assess the long-term sustainability of natural gas supply. The work will focus on 1) modeling the role of advanced technologies in the conversion of marginal, low-permeability resources into future reserves, 2) tracking industry activities in major tight gas basins, 3) improving the capabilities of GSAM relative to modeling of tight gas resources, and 4) assessing the impacts of various classes of access restrictions for federal lands.

This program will develop and promote the use of Internet-based project assistance tools to promote the design, analysis, evaluation, and implementation of renewable energy systems and energy efficiency systems worldwide. These tasks will promote the development and use of clean energy technologies to help address energy and environmental security issues throughout the world. The program will build upon the initial tools developed for DOE and EPA under the International Renewable Energy Network and Information Center (IRENIC) project. The tools will include access to resource data, assistance with estimating energy requirements, design aids, data and information on other projects, and references and links to system suppliers and program support resources.

Field-based research studies are needed to provide the background data required to validate nutrient and production based models and as stand-alone information on nutrient uptake and efficient utilization of applied fertilizer by different woody crops. These data can assist the forest products industry in making management decisions on the timing, type, and frequency of nutrient application to match site requirements and crop needs. Current nutrient application practices are derived from traditional agricultural practices, where typically excess levels are applied and only a small portion of the applied amounts are utilized by the plants. Application of excess fertilizer is also extremely costly when considered with respect to the net energy costs or the carbon balance of the cropping system, due to the relatively high energy costs of fertilizers. Additionally, inefficient or ineffective nutrient management regimes may pose serious environmental quality concerns for water quality and may cause the cropping system to have a negative effect on the net energy or carbon balance. Developing effective, efficient nutrient management prescriptions which take into account water management practices that may be used to modify the soil conditions or hydrologic regimes can provide the forest products industry decision-making capabilities to match species and nutrient requirements with specific sites. Improving the nutrient use efficiency may result in productivity gains, reductions in non-point source runoff, lower capital and energy costs, and provide greater assurance that management practices meet the AF&PA guidelines for environmentally sustainable production.

DOE Fossil Energy has agreed to partially fund the acquisition of an Acoustic Cavity Resonance Spectrometer (ACRS) for experimental measurement of thermophysical properties. The ACRS has the capability to accurately and cost-effectively obtain a wide variety of essential thermophysical properties for physical properties data bases, computational molecular science modeling, and ultimately commercialization of industrial process. The scope of this work includes (a) acquisition and modification of the ACRS, (b) measurement of thermophysical and thermochemical properties of heavy oil components, and (c) measurement of thermophysical properties for wax point determinations in systems typical of underground petroleum reservoirs. Advanced computational techniques will be used to predict the thermophysical properties measure with the ACRS. This will serve as a mechanism to improve and validate the models of intermolecular potential energy used in molecular simulations which are otherwise exact. The ultimate goal is to be able to rely substantially or entirely on computational results when necessary.

The project objective is to study and develop coaxial helicity injection as a method for forming and sustaining a low aspect ratio tokamak. The tokamak is a toroidal magnetic confinement controlled fusion device that has demonstrated the best confinement. This method of formation and sustainment, which is steady state, has been demonstrated on a spheromak (a different confinement device) but not on a tokamak. The tokamak would be enhanced if it were steady state and its plasma pressure were raised. This method may not only make the tokamak steady state, but also allow it to have a lower aspect ratio which, in turn, may increase the pressure it can contain. Thus, development of this method may lead to two important enhancements of the leading magnetic confinement concept. The most important scientific questions to be answered will be how the method works in detail and what effect it has on confinement.
