A Markovian dissipative quantum channel can generate quantum discord from some bipartite product states if and only if it cannot be reduced to individual decoherence channels independently acting on each qudit. As a byproduct, we also prove that proper individual decoherence can transform the classical correlation into quantum discord. Our result builds a tight connection between quantum discord and collective decoherence.

This Necessary and Sufficient (N and S) set of standards is for Other Industrial, Radiological, and Non-Radiological Hazard Facilities at Oak Ridge National Laboratory (ORNL). These facility classifications are based on a laboratory-wide approach to classify facilities by hazard category. An analysis of the hazards associated with the facilities at ORNL was conducted in 1993. To identify standards appropriate for these Other Industrial, Radiological, and Non-Radiological Hazard Facilities, the activities conducted in these facilities were assessed, and the hazards associated with the activities were identified.
