The prediction of backgrounds to new physics signals in topologies with large missing transverse energy and jets is important to new physics searches at the LHC. Following a CMS study, we investigate theoretical issues in using measurements of {gamma} + 2-jet production to predict the irreducible background to searches for missing energy plus two jets that originates from Z + 2-jet production where the Z boson decays to neutrinos. Deep inelastic scattering data on F{sub 2} structure function from various fixed-target experiments were analyzed in the nonsinglet approximation with a next-to-next-to-leading-order accuracy. The study of high statistics deep inelastic scattering data provided by BCDMS, SLAC, NMC, and BFP Collaborations was carried out separately for the first one and the rest, followed by a combined analysis done as well. For the coupling constant the following value {alpha}{sub s}(M{sub Z}{sup 2})=0.1167{+-}0.0021(total exp error)+((+0.0056/-0.0036)(theor) was found, which in this approximation turns out to be slightly less than that obtained at the next-to-leading order, as was generally anticipated. We determine the parton distribution functions (PDFs) in a next-to-next-to-leading order QCD analysis of the inclusive neutral-current deep-inelastic-scattering (DIS) world data combined with the neutrino-nucleon DIS di-muon data and the fixed-target Drell-Yan data. The PDF evolution is performed in the N{sub f}=3 fixed-flavor scheme and supplementary sets of PDFs in the 4- and 5-flavor schemes are derived from the results in the 3-flavor scheme using matching conditions.
