Peak demand reduction from pre-cooling with zone temperature reset in an office building

The objective of this study was to demonstrate the potential for reducing peak-period electrical demand in moderate-weight commercial buildings by modifying the control of the HVAC system. An 80,000 ft{sup 2} office building with a medium-weight building structure and high window-to-wall ratio was used for a case study in which zone temperature set-points were adjusted prior to and during occupancy. HVAC performance data and zone temperatures were recorded using the building control system. Additional operative temperature sensors for selected zones and power meters for the chillers and the AHU fans were installed for the study. An energy performance baseline was constructed from data collected during normal operation. Two strategies for demand shifting using the building thermal mass were then programmed in the control system and implemented progressively over a period of one month. It was found that a simple demand limiting strategy performed well in this building. This strategy involved maintaining zone temperatures at the lower end of the comfort region during the occupied period up until 2 pm. Starting at 2 pm, the zone temperatures were allowed to float to the high end of the comfort region. With this strategy, the chiller power was reduced by 80-100% (1-2.3 W/ft{sup 2}) during normal peak hours from 2-5 pm, without causing any thermal comfort complaints. The effects on the demand from 2-5 pm of the inclusion of pre-cooling prior to occupancy are unclear.

Zone Level Occupant-Responsive Building Energy Systems at the GSA

The General Services Administration (GSA) partnered with the U.S. Department of Energy (DOE) to develop and implement building energy system retrofits, aiming to reduce energy consumption of at least two building systems by a total of 30 percent or more, as part of DOE’s Commercial Building Partnership (CBP) Program. Lawrence Berkeley National Laboratory (LBNL) provided technical expertise in support of this DOE program, working with the GSA and a team of consultants. This case study reports expected energy savings from appropriate energy efficient design and operations modifications to lighting and heating, ventilating and air conditioning (HVAC) systems at the selected study sites. These retrofits comprised installation of new lighting systems with dimming capability and occupancy-sensor control at the individual light fixture level, and utilized lighting system occupancy sensor signals to continually readjust zone-level ventilation airflow according to the number of people present, down to minimum rates when vacant.

Confidence building on the Korean Peninsula: A conceptual development for the cooperative monitoring of limited-force deployment zones

Confidence building measures (CBMs), particularly military ones, that address the security needs of North and South Korea could decrease the risk of conflict on the Korean Peninsula and help create an environment in which to negotiate a peace regime. The Korea Institute for Defense Analyses (KIDA) and the Cooperative Monitoring Center (CMC) of Sandia National Laboratories collaborated to identify potential CBMs and define associated monitoring. The project is a conceptual analysis of political and technical options for confidence building that might be feasible in Korea at some future time. KIDA first analyzed current security conditions and options for CBMs. Their conclusions are presented as a hypothetical agreement to strengthen the Armistice Agreement by establishing Limited Force Deployment Zones along the Military Demarcation Line. The goal of the hypothetical agreement is to increase mutual security and build confidence. The CMC then used KIDA`s scenario to develop a strategy for cooperative monitoring the agreement. Cooperative monitoring is the collecting, analyzing and sharing of agreed information among parties to an agreement and typically relies on the use of commercially available technology. A cooperative monitoring regime must be consistent with the agreement`s terms; the geographic, logistic, military, and political factors in the Korean setting; and the capabilities of monitoring technologies. This report describes the security situation on the Korean peninsula, relevant precedents from other regions, the hypothetical agreement for reducing military tensions, a monitoring strategy for the hypothetical Korean agreement, examples of implementation, and a description of applicable monitoring technologies and procedures.

The modeling focused on the 333 Building as being representative of a ''worst case'' situation in deactivated buildings at the Hanford Nuclear Site in Washington State. For purposes of the analysis, the fire-suppression sprinkler systems of these buildings were assumed to have been deactivated, requiring that the hypothetical fires be extinguished using water supplied by nearby fire hydrants. The amount of water specified by Fire-Protection personnel as needed to extinguish a hypothetical fire was specified as 1,500 gpm for 2 hours, for a total of 180,000 gallons or about 681 m{sup 3}.

Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

As part of the Hanford Federal Facility Agreement and Consent Order negotiations (Ecology et al. 1994), the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affect groundwater or have the potential to affect ground would be subject to permitting under the structure of Chapter 173-216 (or 173-218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permit Program. As a result of this decision, the Washington State Department of Ecology and the US Department of Energy, Richland Operations Office entered into Consent Order No. DE 91NM-177, (Ecology and DOE-RL 1991). The Consent Order No. DE 91NM-177 requires a series of permitting activities for liquid effluent discharges. This document presents the State Waste Discharge Permit (SWDP) application for the 200-E Chemical Drain Field. Waste water from the 272-E Building enters the process sewer line directly through a floor drain, while waste water from the 2703-E Building is collected in two floor drains, (north and south) that act as sumps and are discharged periodically. The 272-E and 2703-E Buildings constitute the only discharges to the process sewer line and the 200-E Chemical Drain Field.

Each chapter consists of: (1) an introduction to the statute and permitting requirements; (2) a diagram illustrating the relationship between permitting requirements under the statute being discussed and permitting requirements from other environmental statutes which may have to be addressed when applying for a particular permit (e.g., when applying for a RCRA permit, permits and permit applications under the CWA, CAA, SDWA, etc. would have to be listed in the RCRA permit application); and, (3) a compilation of the permitting requirements for the regulatory program resulting from the statute. In addition, the Handbook contains a permitting keyword index and a listing of hotline telephone numbers for each of the statutes.

Vadose Zone Transport Field Study: Status Report

Studies were initiated at the Hanford Site to evaluate the process controlling the transport of fluids in the vadose zone and to develop a reliable database upon which vadose-zone transport models can be calibrated. These models are needed to evaluate contaminant migration through the vadose zone to underlying groundwaters at Hanford. A study site that had previously been extensively characterized using geophysical monitoring techniques was selected in the 200 E Area. Techniques used previously included neutron probe for water content, spectral gamma logging for radionuclide tracers, and gamma scattering for wet bulk density. Building on the characterization efforts of the past 20 years, the site was instrumented to facilitate the comparison of nine vadose-zone characterization methods: advanced tensiometers, neutron probe, electrical resistance tomography (ERT), high-resolution resistivity (HRR), electromagnetic induction imaging (EMI), cross-borehole radar (XBR), and cross-borehole seismic (XBS). Soil coring was used to obtain soil samples for analyzing ionic and isotopic tracers.

This Annual Hanford Site Environmental Permitting Status Report (Status Report) was prepared in response to requirements prescribed in U.S. Department of Energy (DOE) Order 5400.2A, `Environmental Compliance Issue Coordination`. This Order, canceled in April 1996, required that information on existing and anticipated environmental permitting for DOE facilities be submitted (or updated) annually by October 1 of each calendar year. Although the Order was canceled, the need for this Status Report still remains. For example, the Washington State Department of Ecology`s (Ecology) Dangerous Waste Permit Application Requirements (Publication Number 95-402, June 1996), Checklist Section J, calls for current information on existing and anticipated environmental permitting. As specified in the Hanford Facility Dangerous Waste Permit Application, General Information Portion (DOE/RL-91-28), this Status Report serves as the vehicle for meeting this requirement for the Hanford Facility. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by the Resource Conservation and Recovery Act (RCRA) of 1976, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) are addressed. Information on RCRA and non-RCRA permitting is included and is current as of July 31, 1996.

As part of the Hanford Federal Facility Agreement and Consent Order negotiations (Ecology et al. 1994), the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affect groundwater or have the potential to affect groundwater would be subject to permitting under the structure of Chapter 173--216 (or 173--218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permit Program. As a result of this decision, the Washington State Department of Ecology and the US Department of Energy, Richland Operations Office entered into Consent Order No. DE 91NM-177, (Ecology and DOE-RL 1991). This document constitutes the State Waste Discharge Permit application for the 100-N Sewage Lagoon. Since the influent to the sewer lagoon is domestic waste water, the State Waste Discharge Permit application for Public Owned Treatment Works Discharges to Land was used. Although the 100-N Sewage Lagoon is not a Public Owned Treatment Works, the Public Owned Treatment Works application is more applicable than the application for industrial waste water. The 100-N Sewage Lagoon serves the 100-N Area and other Hanford Site areas by receiving domestic waste from two sources. A network of sanitary sewer piping and lift stations transfers domestic waste water from the 100-N Area buildings directly to the 100-N Sewage Lagoon. Waste is also received by trucks that transport domestic waste pumped from on site septic tanks and holding tanks. Three ponds comprise the 100-N Sewage Lagoon treatment system. These include a lined aeration pond and stabilization pond, as well as an unlined infiltration pond. Both piped-in and trucked-in domestic waste is discharged directly into the aeration pond.

The information contained and/or referenced in this Annual Hanford Site Environmental Permitting Status Report (Status Report) addresses the State Environmental Policy Act (SEPA) of 1971 and Condition II.W. of the Resource Conservation and Recovery Act (RCRA) of 1976 Permit, Dangerous Waste Portion (DW Portion). Condition II.W. of the RCRA Permit specifies the Permittees are responsible for all other applicable federal, state, and local permits for the development and operation of the Hanford Facility. Condition II.W. of the RCRA Permit specifies that the Permittees are to use their best efforts to obtain such permits. For the purposes of permit condition, `best efforts` means submittal of documentation and/or approval(s) in accordance with schedules specified in applicable regulations, or as determined through negotiations with the applicable regulatory agencies. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by RCRA, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) is addressed. Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility. As such, the Hanford Facility has been issued one US Environmental Protection Agency (EPA)/State Identification Number (WA7890008967). This EPA/State identification number encompasses over 60 treatment, storage, and/or disposal (TSD) units. The Washington State Department of Ecology (Ecology) has been delegated authority by the EPA to administer the RCRA, including mixed waste authority. The RCRA permitting approach for the Hanford Facility is addressed in the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement). Pursuant to the Tri-Party Agreement, a single RCRA permit was issued by Ecology and the EPA to cover the Hanford Facility. The RCRA Permit, through the permit modification process, eventually will incorporate all TSD units.

Now that some state regulatory agencies are reviewing Title V permit applications and issuing permits, evaluation of the process can be made in comparison with the original goals of the Title V permitting program. In addition, assessment of the terms and conditions that are being incorporated into permits, the nature of draft permits that are issued to facilities for comment, and the extent and type of negotiation that have been conducted with agencies to develop successful Title V permits, will be helpful for facilities that are currently undergoing application review. In working with a Fortune 500 surface coating company, fourteen Title V permit applications were developed and submitted for plants located in Maryland, Pennsylvania, Ohio, New Jersey, Illinois, Georgia, West Virginia, Wisconsin, Indiana and southern California. Draft permits have been issued for several of the plants, and differences in the terms and conditions, testing requirements, and permit format and structure have been noted between states. One of the issued permits required modification, and the process was one of the first for this state agency.

Alaska Oil and Gas Exploration, Development, and Permitting Project

This is the final technical report for Project 15446, covering the grant period of October 2002 through March 2006. This project connects three parts of the oil exploration, development, and permitting process to form the foundation for an advanced information technology infrastructure to better support resource development and resource conservation. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production, or approximately one million barrels per day from over 1,800 active wells. The broad goal of this grant is to increase domestic production from Alaska's known producing fields through the implementation of preferred upstream management practices. (PUMP). Internet publication of extensive and detailed geotechnical data is the first task, improving the permitting process is the second task, and building an advanced geographical information system to offer continuing support and public access of the first two goals is the third task. Excellent progress has been made on all three tasks; the technical objectives as defined by the approved grant sub-tasks have been met. The end date for the grant was March 31, 2006.

Integrated Title V/acid rain permits: Transitioning through initial permit issuance and reopenings

Titles IV and V of the Clean Air Act Amendments of 1990 (Act or CAA) created two new stationary source permitting programs, one specific to acid rain (Title IV), and a second for operating permits in general (Title V). The Phase 2 portion of the acid rain program was designed to be implemented through the Title V operating permit program, thereby subjecting all Phase 2 acid rain sources to the requirements of Title V. Permits issued pursuant to Phase 2 of the acid rain program will be viewed as a self-contained portion of the Title V operating permit and will be governed by regulations promulgated under both Title IV and Title V. The requirements imposed by Title IV may not always be consistent with the broader operating permit program requirements of Title V, and when inconsistency occurs, the acid rain requirements will take precedence. This nonalignment will perhaps be most apparent during two stages of initial permitting: (1) the transition period following Title V program approval when permit application, issuance, and effective dates differ between the two programs, and (2) at the point when acid rain permits must be reopened to incorporate Phase 2 NO{sub x} requirements. This paper explores strategies for streamlining implementation of the two programs with particular focus on these two coordination issues.

WIPP Hazardous Waste Facility Permit Update

The Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit (HWFP) was issued on October 27, 1999 [1]. Since that time, the WIPP has sought modifications to clarify the permit language, provide alternative methods for meeting permit requirements and to update permit conditions. Significant advancements have been made in transuranic (TRU) waste management as the result of modifications to the HWFP. Among these advancements is a modification to obtain a drum age criteria (DAC) value to perform headspace gas sampling on drums to be super-compacted and placed in a 100-gallon overpack drum. In addition, the Section 311 permit modification request that would allow for more efficient waste characterization, and the modification to authorize the shipment and disposal of Remote-Handled (RH) TRU waste were merged together and submitted to the regulator as the Consolidated Permit Modification Request (PMR). The submittal of the Consolidated PMR came at the request of the regulator as part of responses to Notices of Deficiency (NODs) for the separate PMRs which had been submitted in previous years. Section 311 of the fiscal year 2004 Energy and Water Developments Appropriations Act (Public Law 108-137) [2] directs the Department of Energy to submit a permit modification that limits waste confirmation to radiography or visual examination of a statistical subpopulation of containers. Section 311 also specifically directs that disposal room performance standards be to be met by monitoring for volatile organic compounds in the underground disposal rooms. This statute translates into the elimination of other waste confirmation methods such as headspace gas sampling and analysis and solids sampling and analysis. These methods, as appropriate, will continue to be used by the generator sites during hazardous waste determinations or characterization activities. This modification is expected to reduce the overall cost of waste analysis by hundreds of millions of dollars [3]. Combining both the chap. 311 and RH TRU waste permit modification requests allows for both the regulator and DOE to expedite action on the modification requests. The Combined PMR reduces costs by having only one administrative process for both modification requests. (authors)

Develop an effective Title V operating permit

Under Title V of the 1990 Clean Air Act Amendments (CAAA), thousands of industrial and government facilities are required to apply for a comprehensive operating permit that addresses all the emission sources at a site and the CAA regulations that apply to them. The new permitting requirements apply to major sources only--although there are several definitions of a major source under the Amended Act. Because Title V applicability is based on potential to emit (PTE) rather than actual emissions, even small and medium sources may initially be subject to this program. Unlike other regulations, Title V puts the burden of demonstrating continuous compliance on source owners and operators. Careful attention to detail is necessary during the application process because the Title V permit is inherently an enforcement fool for the EPA and the general public. Noncompliance can lead to citizen suits and fines up to $25,000 per day. Therefore, it is critical to negotiate an operating permit that does not adversely impact current operations yet provides flexibility for future modifications. Each state and local agency has its own application forms and regulatory interpretations. Areas of complexity include the classification of emission units, the approach for the PTE calculation, the separation of federal and state-enforceable requirements, and the relationship between Title V and other CAAA titles. This article summarizes some lessons learned based upon experiences in various states. (It does not attempt to resolve program uncertainties among jurisdictions.) The practical strategies presented can be used for developing (or modifying) Title V applications as well as during permit negotiations.

Weatherization of multifamily buildings is gaining increased attention in the U.S. Available energy audit tools for multifamily buildings were found to need desirable improvements. On the wish list of field experts for enhanced features was the basic ability to model multizone buildings (i.e., one thermal zone per dwelling unit) with simplified user inputs, which allows a better analysis of decentralized and centralized HVAC and domestic hot water systems of multifamily buildings without having to create detailed building models. To address the desired capabilities, development of an enhanced energy audit tool was begun in 2011. The tool is a strategically structured, flexible, one-zone-per-unit, DOE-2.1e model coupled with a simplified user interface to model small to large multifamily buildings with decentralized or centralized systems and associated energy measures. Autotune E+ Building Energy Models

This paper introduces a novel Autotune methodology under development for calibrating building energy models (BEM). It is aimed at developing an automated BEM tuning methodology that enables models to reproduce measured data such as utility bills, sub-meter, and/or sensor data accurately and robustly by selecting best-match E+ input parameters in a systematic, automated, and repeatable fashion. The approach is applicable to a building retrofit scenario and aims to quantify the trade-offs between tuning accuracy and the minimal amount of ground truth data required to calibrate the model. Autotune will use a suite of machine-learning algorithms developed and run on supercomputers to generate calibration functions. Specifically, the project will begin with a de-tuned model and then perform Monte Carlo simulations on the model by perturbing the uncertain parameters within permitted ranges. Machine learning algorithms will then extract minimal perturbation combinations that result in modeled results that most closely track sensor data. A large database of parametric EnergyPlus (E+) simulations has been made publicly available. Autotune is currently being applied to a heavily instrumented residential building as well as three light commercial buildings in which a de-tuned model is autotuned using faux sensor data from the corresponding target E+ model.

The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micron, lead) plus 189 other ``Hazardous`` Air Pollutants. The Hanford Site, owned by the US Government and operated by the US Department of Energy, Richland Operations Office, is located in southcentral Washington State and covers 560 square miles of semi-arid shrub and grasslands located just north of the confluence of the Snake and Yakima Rivers with the Columbia River. This land, with restricted public access, provides a buffer for the smaller areas historically used for the production of nuclear materials, waste storage, and waste disposal. About 6 percent of the land area has been disturbed and is actively used. The Hanford Site Air Operating Permit Application consists of more than 1,100 sources and in excess of 300 emission points. Before January 1995, the maintenance and operations contractor and the environmental restoration contractor for the US Department of Energy completed an air emission inventory on the Hanford Site. The inventory has been entered into a database so that the sources and emission points can be tracked and updated information readily can be retrieved. The Hanford Site Air Operating Permit Application contains information current as of April 19, 1995.

Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

Site-Scale Saturated Zone Flow Model

The purpose of this model report is to document the components of the site-scale saturated-zone flow model at Yucca Mountain, Nevada, in accordance with administrative procedure (AP)-SIII.lOQ, ''Models''. This report provides validation and confidence in the flow model that was developed for site recommendation (SR) and will be used to provide flow fields in support of the Total Systems Performance Assessment (TSPA) for the License Application. The output from this report provides the flow model used in the ''Site-Scale Saturated Zone Transport'', MDL-NBS-HS-000010 Rev 01 (BSC 2003 [162419]). The Site-Scale Saturated Zone Transport model then provides output to the SZ Transport Abstraction Model (BSC 2003 [164870]). In particular, the output from the SZ site-scale flow model is used to simulate the groundwater flow pathways and radionuclide transport to the accessible environment for use in the TSPA calculations. Since the development and calibration of the saturated-zone flow model, more data have been gathered for use in model validation and confidence building, including new water-level data from Nye County wells, single- and multiple-well hydraulic testing data, and new hydrochemistry data. In addition, a new hydrogeologic framework model (HFM), which incorporates Nye County wells lithology, also provides geologic data for corroboration and confidence in the flow model. The intended use of this work is to provide a flow model that generates flow fields to simulate radionuclide transport in saturated porous rock and alluvium under natural or forced gradient flow conditions. The flow model simulations are completed using the three-dimensional (3-D), finite-element, flow, heat, and transport computer code, FEHM Version (V) 2.20 (software tracking number (STN): 10086-2.20-00; LANL 2003 [161725]). Concurrently, process-level transport model and methodology for calculating radionuclide transport in the saturated zone at Yucca Mountain using FEHM V 2.20 are being carried out in the model report, ''Site-Scale Saturated Zone Transport'', MDL-NBS-HS-000010 Rev 01 (BSC 2003 [162419]). The velocity fields are calculated by the flow model, described herein, independent of the transport processes, and are then used as inputs to the transport model. Justification for this abstraction is presented in the model report, ''Saturated Zone Flow and Transport Model Abstraction'', MDL-NBS-HS-000021 (BSC 2003 [164870]).

A Vadose Zone Water Fluxmeter (WFM) or Direct Measurement WFM provides direct measurement of unsaturated water flow in the vadose zone. The fluxmeter is a cylindrical device that fits in a borehole or can be installed near the surface, or in pits, or in pile structures. The fluxmeter is primarily a combination of tensiometers and a porous element or plate in a water cell that is used for water injection or extraction under field conditions. The same water pressure measured outside and inside of the soil sheltered by the lower cylinder of the fluxmeter indicates that the water flux through the lower cylinder is similar to the water flux in the surrounding soil. The fluxmeter provides direct measurement of the water flow rate in the unsaturated soils and then determines the water flux, i.e. the water flow rate per unit area.

Negotiating Title V and non-Title V permits

The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).

Permit Allocation in Emissions Trading using the Boltzmann Distribution

In emissions trading, the initial permit allocation is an intractable issue because it needs to be essentially fair to the participating countries. There are many ways to distribute a given total amount of emissions permits among countries, but the existing distribution methods such as auctioning and grandfathering have been debated. Here we describe a new model for permit allocation in emissions trading using the Boltzmann distribution. The Boltzmann distribution is introduced to permit allocation by combining it with concepts in emissions trading. A price determination mechanism for emission permits is then developed in relation to the {\\beta} value in the Boltzmann distribution. Finally, it is demonstrated how emissions permits can be practically allocated among participating countries in empirical results. Saturated Zone Colloid Transport

This scientific analysis provides retardation factors for colloids transporting in the saturated zone (SZ) and the unsaturated zone (UZ). These retardation factors represent the reversible chemical and physical filtration of colloids in the SZ. The value of the colloid retardation factor, R{sub col} is dependent on several factors, such as colloid size, colloid type, and geochemical conditions (e.g., pH, Eh, and ionic strength). These factors are folded into the distributions of R{sub col} that have been developed from field and experimental data collected under varying geochemical conditions with different colloid types and sizes. Attachment rate constants, k{sub att}, and detachment rate constants, k{sub det}, of colloids to the fracture surface have been measured for the fractured volcanics, and separate R{sub col} uncertainty distributions have been developed for attachment and detachment to clastic material and mineral grains in the alluvium. Radionuclides such as plutonium and americium sorb mostly (90 to 99 percent) irreversibly to colloids (BSC 2004 [DIRS 170025], Section 6.3.3.2). The colloid retardation factors developed in this analysis are needed to simulate the transport of radionuclides that are irreversibly sorbed onto colloids; this transport is discussed in the model report ''Site-Scale Saturated Zone Transport'' (BSC 2004 [DIRS 170036]). Although it is not exclusive to any particular radionuclide release scenario, this scientific analysis especially addresses those scenarios pertaining to evidence from waste-degradation experiments, which indicate that plutonium and americium may be irreversibly attached to colloids for the time scales of interest. A section of this report will also discuss the validity of using microspheres as analogs to colloids in some of the lab and field experiments used to obtain the colloid retardation factors. In addition, a small fraction of colloids travels with the groundwater without any significant retardation. Radionuclides irreversibly sorbed onto this fraction of colloids also transport without retardation. The transport times for these radionuclides will be the same as those for nonsorbing radionuclides. The fraction of nonretarding colloids developed in this analysis report is used in the abstraction of SZ and UZ transport models in support of the total system performance assessment (TSPA) for the license application (LA). This analysis report uses input from two Yucca Mountain Project (YMP) analysis reports. This analysis uses the assumption from ''Waste Form and In-Drift Colloids-Associated Radionuclide Concentrations: Abstraction and Summary'' that plutonium and americium are irreversibly sorbed to colloids generated by the waste degradation processes (BSC 2004 [DIRS 170025]). In addition, interpretations from RELAP analyses from ''Saturated Zone In-Situ Testing'' (BSC 2004 [DIRS 170010]) are used to develop the retardation factor distributions in this analysis.

A seal assembly that provides a means for establishing multiple pressure zones within a system. The seal assembly combines a plate extending from the inner wall of a housing or inner enclosure that intersects with and is immersed in the fluid contained in a well formed in a tray contained within the enclosure. The fluid is a low vapor pressure oil, chemically inert and oxidation resistant. The use of a fluid as the sealing component provides a seal that is self-healing and mechanically robust not subject to normal mechanical wear, breakage, and formation of cracks or pinholes and decouples external mechanical vibrations from internal structural members.

Influence of geometry on natural convection in buildings

Strong free convection airflows occur within passive solar buildings resulting from elevated temperatures of surfaces irradiated by solar energy compared with the cooler surfaces not receiving radiation. The geometry of a building has a large influence on the directions and magnitudes of natural airflows, and thus heat transfer between zones. This investigation has utilized a variety of reduced-scale building configurations to study the effects of geometry on natural convection heat transfer. Similarity between the reduced-scale model and a full-scale passive solar building is achieved by having similar geometries and by replacing air with Freon-12 gas as the model's working fluid. Filling the model with Freon-12 gas results in similarity in Prandtl numbers and Rayleigh numbers based on temperature differences in the range from 10/sup 9/ to 10/sup 11/. Results from four geometries are described with an emphasis placed on the effects of heat loss on zone temperature stratification shifts.

Geothermal policy development program: expediting the local geothermal permitting process

For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.

Optimizing operational flexibility and enforcement liability in Title V permits

Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

Model operating permits for natural gas processing plants

Major sources as defined in Title V of the Clean Air Act Amendments of 1990 that are required to submit an operating permit application will need to: Evaluate their compliance status; Determine a strategic method of presenting the general and specific conditions of their Model Operating Permit (MOP); Maintain compliance with air quality regulations. A MOP is prepared to assist permitting agencies and affected facilities in the development of operating permits for a specific source category. This paper includes a brief discussion of example permit conditions that may be applicable to various types of Title V sources. A MOP for a generic natural gas processing plant is provided as an example. The MOP should include a general description of the production process and identify emission sources. The two primary elements that comprise a MOP are: Provisions of all existing state and/or local air permits; Identification of general and specific conditions for the Title V permit. The general provisions will include overall compliance with all Clean Air Act Titles. The specific provisions include monitoring, record keeping, and reporting. Although Title V MOPs are prepared on a case-by-case basis, this paper will provide a general guideline of the requirements for preparation of a MOP. Regulatory agencies have indicated that a MOP included in the Title V application will assist in preparation of the final permit provisions, minimize delays in securing a permit, and provide support during the public notification process.

A long-term, integrated impact assessment of alternative building energy code scenarios in China

China is the second largest building energy user in the world, ranking first and third in residential and commercial energy consumption. Beginning in the early 1980s, the Chinese government has developed a variety of building energy codes to improve building energy efficiency and reduce total energy demand. This paper studies the impact of building energy codes on energy use and CO2 emissions by using a detailed building energy model that represents four distinct climate zones each with three building types, nested in a long-term integrated assessment framework GCAM. An advanced building stock module, coupled with the building energy model, is developed to reflect the characteristics of future building stock and its interaction with the development of building energy codes in China. This paper also evaluates the impacts of building codes on building energy demand in the presence of economy-wide carbon policy. We find that building energy codes would reduce Chinese building energy use by 13% - 22% depending on building code scenarios, with a similar effect preserved even under the carbon policy. The impact of building energy codes shows regional and sectoral variation due to regionally differentiated responses of heating and cooling services to shell efficiency improvement.

Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

Title V of the Clean Air Act Amendments of 1990 requires that the owners and operators of certain types of industrial plants obtain a federal operating permit. In general, any plant that meets the definition of a major source must either obtain a Title V Operating permit, or take actions to ``act out`` of the Title V program. This Technical Paper describes the experience of the authors in designing and implementing a computer system for data management and reporting of Clean Air Act Title V Permit information. Recommendations are also provided to guide companies and industry groups who are planning to undertake similar automation projects.
